Structure
The Vultures are led by a small group of nobles. Typically 3 or 4. The leaders are the most senior members of the group. Bribes and backstabbing are a normal part of how they operate. They admit others based on their social status. Once a potential member has been selected they must perform a secret task before they become full members.
Public Agenda
This group of nobles seeks to increase their power and wealth. Publicly, they do it through legitimate means but there are rumors that they've resorted to underhanded and illegal means to do so. There is, as yet, no proof of these dealings. They have a great deal of influence in town.
Assets
Resources: more than enough treasure, some wealth, a large amount of gold and gems, some magic The few enemies they've made along the way are mostly artisans. They have many allies, though, including several guilds of seers, many commoners, most of a guild of rangers, a handful of very powerful sorcerers, and some merchants.
